Section-A
(Very Short Answer Questions)
( अति लघु उत्तरीय प्रश्न )
Note: Attempt all the five questions. Each question carries 4 marks. Very short answer is required not exceeding 75 words.
नोट : सभी पाँच प्रश्नों के उत्तर कीजिये । प्रत्येक प्रश्न 4 अंकों का है। अधिकतम 75 शब्दों में अति लघु उत्तर अपेक्षित है ।
1. What is the 'Historical Theory of Right's' regarding nature of Human Rights?
मानवाधिकार की प्रकृति सम्बन्ध में 'ऐतिहासिक अधिकार का सिद्धान्त' क्या है?
2. United Nations Convention on the Rights of the children.
बच्चों के अधिकारों पर संयुक्त राष्ट्र अभिसमय ।
3. What is the composition of N.H.R.C. (India)?
राष्ट्रीय मानवाधिकार आयोग का गठन ( भारत ) क्या है ?
4. When was the Universal Declaration of Human Rights adopted?
मानव अधिकारों की सार्वभौमिक घोषणा कब अंगीकृत हुयी थी ।
5. Highlight the difference between declaration and enforcement.
घोषणा और प्रवर्तन के बीच भिन्नता पर प्रकाश डालिये।
Section-B
(Short Answer Questions)
( लघु उत्तरीय प्रश्न )
Note: Attempt any two questions out of the following three questions. Each question carries 10 marks. Short answer is required not exceeding 200 words.
नोट : निम्नलिखित तीन प्रश्नों में से किन्हीं दो प्रश्नों के उत्तर दीजिए। प्रत्येक प्रश्न 10 अंकों का है। अधिकतम 200 शब्दों में लघु उत्तर अपेक्षित है।
6. What do you mean by Collective Rights? Explain.
सामूहिक अधिकारों से आप क्या समझते हैं? व्याख्या कीजिए ।
7. What is universal Declaration of Human Rights, 1948? Is it a legal document accepted by all International law jurists? Have different legal constitutions of different nation-states adopted its provisions?
मानवाधिकारों की सार्वभौमिक घोषणा, 1948 क्या है? क्या यह सभी अन्तर्राष्ट्रीय विधिवेत्ताओं द्वारा स्वीकृत एक विधिक दस्तावेज है? क्या विभिन्न राष्ट्र-राज्यों के विधिक संविधानों में इसके प्रावधानों को स्थान दिया गया है ?
8. Comment on Communications relating to gross violation of Human Rights.
मानवाधिकारों के घोर उल्लघंन सम्बन्धी संचार पर टिप्पणी कीजिये ।
Section-C
(Detailed Answer Questions)
( विस्तृत उत्तरीय प्रश्न )
Note: Attempt any three questions. Each question carries 20 marks. Answer is required in detail.
नोट : किन्हीं तीन प्रश्नों के उत्तर दीजिए। प्रत्येक प्रश्न 20 अंको का है। विस्तृत उत्तर अपेक्षित है।
9. Discuss the structures, functions and powers of National Human Rights Commission. What rolls has it played in protecting Human Rights in India?
राष्ट्रीय मानव अधिकार आयोग की संरचना, कार्य व शक्तियों की विवेचना कीजिये। भारत में मानव अधिकार संरक्षण में आयोग ने क्या भूमिका अदा की है?
10. "Promoting respect for human rights is a core purpose of the United Nations and defines its identity as an organization for people around the world." Comment.
मानवाधिकारों के सम्मान को बढ़ावा देना संयुक्त राष्ट्र का ' एक मुख्य उद्देश्य है, और दुनिया भर के लोगों के लिए एक संगठन के रूप में अपनी पहचान को परिभाषित करता है। टिप्पणी कीजिए।
11. Explain the provisions regarding inquiry into the complaints and steps after inquiry under the protection of Human Rights Act, 1993.
मानव अधिकार संरक्षण अधिनियम 1993 के अन्तर्गत परिवाद की जाँच तथा जाँच के उपरान्त उठाये गये कदम के सम्बन्ध में प्रावधानों के बारे में विस्तार से वर्णन कीजिये ।
12. The Social, Cultural and Economical aspect of the Human Rights is inherent in the Directive Principles of States Policy of the Constitution". Explain.
मानवाधिकारों के सामाजिक, सांस्कृतिक एवं आर्थिक पहलू संविधान के राज्य के नीति निदेशन तत्व में अन्तनिर्हित है। स्पष्ट कीजिये ।
13. Human Rights are inalienable. This means that these rights can not be taken away except in specific situations and according to due process of law. Discuss.
मानवाधिकार अविच्छेद्य हैं। इसका तात्पर्य यह है कि इन्हें कभी भी वापस नहीं लिया जा सकता है या छीना नहीं जा सकता है, जब तक कोई विशेष परिस्थितियाँ न हो, तब भी सम्यक प्रक्रिया ( उचित प्रक्रिया) द्वारा ही ऐसा कर सकते हैं। विवेचना कीजिये ।
